Qualifications:  Richard joined Casterline Associates as a founding member in 1995. He has over a decade of experience advising PHAs and is widely regarded as one of the most knowledgeable Operating Fund consultants in the United States. Recently, he represented a large PHA client on the Negotiated Rulemaking Committee on the Operating Fund and participated in a HUD working group on project level Accounting and Budgeting. Over the course of his career, he has helped our PHA clients increase their operating subsidy eligibility by more than $50 million in the aggregate. He is an active member of our training team and has made numerous presentations to HUD, RMC, PHA, and private management personnel, on the topics of budgeting, cost allocation and operating subsidy. He has served as a panelist at the American Bar Association’s forum on mixed finance development. Richard has also provided technical assistance in negotiating private / resident management agreements, implementing energy performance contracts, developing financial workout plans, project level budgeting models, project level cost allocation plans and comprehensive assessments of PHA financial operations. He has worked with PHAs with as few as 200 units and as many as 60,000 units. Richard is a graduate of LaSalle University with a degree in Accounting.
