Penny Vanderwall
Management Analyst
Penny Vanderwall joined Casterline Associates in January of 2007, to assist in working with troubled housing agencies under an Indefinite Quantity Contract with HUD. She was formerly the Chief Operating Officer of the Denver Housing Authority, where she worked for over 20 years, until the year 2000. Since then she has been providing consulting services to Housing Authorities, including troubled agencies. Penny has performed numerous Independent Assessments of Housing Authorities to identify needed improvements in the areas of management and maintenance operations, as well as the modernization/capital fund area. She has also compiled many Memorandums of Agreement with HUD for troubled PHAs. Since becoming a consultant, Penny has worked with approximately 15 PHAs to assist them in improving management operations.
