Qualifications: Elaine joined Casterline Associates in early 2007, primarily to act as an Advisor to troubled Housing Agencies under our HUD contract.  Since joining Casterline Associates she has served as a full time Advisor for a troubled agency in New York State, and half time for another agency in North Carolina.  Earlier in her career, Elaine was an Executive Director at the Greensboro Housing Authority in North Carolina for 20 years.  Prior to that she worked she HUD for six years in Washington DC in the Office of Policy Development and Research (PD&R).    She has over 30 years experience in the Public Housing industry.  More recently, Elaine has been providing consulting services to Housing Agencies, including Independent Assessments, temporary Executive Director Services, and Board/Executive Advisory services.  Elaine has a B.A in Sociology and has completed graduate work in Public Administration and Planning.  She is a past member of the Board of Governors of NAHRO, is past president of SERC-NAHRO, and a past member of the Council of Large PHAs (CLPHA).
