Qualifications:  Bill Crown joined Casterline Associates as a Management Analyst in mid-2007 to act as a full time Advisor for a Housing Agency in New York State.  Mr. Crown has extensive experience in the Housing Authority industry in the areas of management consulting, training, and operations.  From 1972 to 1999 he worked for the Knoxville Community Development Corporation (“KCDC” - which serves as the Housing Authority in Knoxville Tennessee) as the Management Director and then Vice President for Housing. KCDC was a large PHA at the time, with approximately 4,000 Public Housing units and 2,000 Section 8 units.  Since 1999, Bill has been providing training and consulting services to various PHAs and NAHRO.  He has performed Independent Assessments, has served as an Executive and Board Advisor, has served as the Board under HUD task orders for troubled PHAs, and has trained extensively on numerous issues concerning Public Housing and Section 8.  Bill has a Masters Degree in Organizational/Industrial Psychology from the University of Tennessee, and a BS in Psychology from University of Central Florida.  He is a PHM and was in the US Air Force.
